LN3242H PIP HELP

I have a Samsung 32" LCD which supports PIP.
LN3242H -> Model #
It says it can only work with two different feeds, so I have a SVIDEO for my laptop, and a normal cable antenna for my regular channels.
The issue I'm having is when I try to press PIP it says not available, and in the setup menu, PIP is nulled out, I can't figure out why.
The manual says that V-CHIP has to be disabled, which I turned off, yet no luck.
Any help is appreciated thanks.
