Olevia TV Issue

Hey there,
Not sure exactly what is going on with the TV I just acquired from a local fire department, but it's a model LT42HVi Olevia LCD tv and the picture on it doesn't show up. However, when I turn the TV on, a series of red bars show up on the left side, with random dots in the middle, and it seems to be scrolling down at a gradually increasing pace. Below is a picture of the issue. If anyone could point me in the right direction as to a fix, and whether they think it's even fiscally reasonable to do so, I would greatly appreciate it.
