Single relay sound

I remember reading some where if you don't hear the 2nd relay sound is there is no feed back voltage from main board to power supply,or is it no voltage from power supply to main board to cause 2nd click.Please put me on right track for hearing one click instead of double.Also tv turns on soon as plugged in and remote won't turn it off,it is stuck on set up page,sometimes navigates through menu and sometimes not.Thank you
