I'm no tech, but I've read about this wire. It's a high-voltage wire. The fly-back is like a Coil on a car distributor, it generates very high voltage. That wire needs to be connected directly to the crt. Usually on the board at the bottom of one of the crt's. It could be soldered directly or be shielded in a plastic clip covered in silicone. How ever you decide to reattach it, make sure there are no exposed metal areas of the wire. There could be a built-up of dust that reacts to static electricity over time that could lead to a spark, arc, or worse, fire.
