It is your TV, for some reason the high voltage to the tube is dropping which allows the scan to increase. Possibly a poor connection or the flybask transformer failing. I suspect your idea of it being on certain channels when doing this is just that you watch them more or just luck.

In the high voltage circuit there are two rectangular grey or blue capacitors if one or both are "swelled" they are bad and need to be replaced. But since it is intermittent, look for bad solder connections in the same area. Close to the flyback and horizontal output transistor.
