FOUND:
Dead or intermittent dead, volts on top pin of ICX700 pin 1 0 volts on foil side of board 10 volts. Bad solder to pin of IC. Had this problem years ago with IC sockets.

This is straight off the manual's cover. I can tell you it has an extra long power cord LOL.

I have found what was ailing this unit:
Symptom: Has double power supply, first relay clicking and staying on, second relay continuosly clicks.

Replace:
QX3205 which is a KDT2059 NPN Triple Diffused transistor was bad and also R3223 (1.5 Ohm 2 Watt) off the collector of this transistor. Voila, power supply works and relay trips.
