Broken Vizio VX32L

I was given a Vizio VX32L that apparently just stopped working one day. It appears that the screen comes on, but no picture is displayed including the menu. Pressing the power button while the TV is on will not turn it off.
So far I bought a service manual online and have started poking around inside the case. A quick inspection did not show any obviously bad caps, lose connections, or damage. I did notice that the power board only has voltage on the 5V pins, not the 12V and 24V pins. From things I have read online, this might be because the TV is in standby mode, possibly because a problem elsewhere.
This is my first attempt at repairing a TV but I do have a M.S. in electrical engineer so I am not totally in the dark. Any ideas?
