Closed caption problem

problem with closed captions. was working before Time Warner changed to new cable lineup.
Now some letter are replaced with a white rectangle. WE can no longer read them.
is a SONY KV-27FS100 . After 2 service calls they say signal is OK.Internet says this type problem is due to signal strength
Cable goes straight into the TV.
Will a digital box correct this problem?
