Cooling fan issue Can't Post

Greetings all, I have a Pioneer 60" plasma television that has been experiencing lockouts after power down, I have replaced two bad capacitors on the power supply board which helped but I have determined that the problem is due to the cooling fan not operating.
I have tested the fan and it is ok but it is not getting power from the board. Is anyone familiar with this issue? I'm not sure how the fan is controlled.

Well considering the lack of useful specifics supplied ...

Plasma - So its not a LCD or rear projection;

Pioneer - Well that at least helps by limiting search to a single brand.

Now lets see if maybe we can narrow it to a single 60" plasma out of the who knows how many variants that Pioneer made.
