Dead Panasonic CT-31G20T Can't Post

I have a Panasonic TV model CT-31G20T. When turn power on, I can hear buzzing sound, but no picture and can not feel static electricity at the face of the CRT. I cannot turn set off with power button, I have to unplug from power line. I replaced IC 801 type STK730-020, but no luck. Can someone give a hint for what should I look into for this issue? Is any way I can check if CRT is short?

Thanks you very much for your help.

MY Panasonic CT-31G20T died this week too! It was manufactured in July 1995. Must be a 10 year built in self destruct/obsolescence? I like the set, anybody have any ideas?

I remember going to Radio Shack with my dad and a bunch of tubes from the TV, and he would test each one. No tubes but the CRT on this.

Where can I get schematics for this, or should I just pull off the back and look for a fuse?

It is possibly the fuse but a blown fuse is usually caused by a more serious problem. Try replacing it and if it blows again, you probably need to call for professional help.
