Downshifted image Can't Post

I have an RCA TV that suddenly the image is shifted about 3 inches
down the screen, such that the entire upper portion of the screen is
black (receiving no power, not even a dark black image) and the bottom
of the image is off the screen (can't even see the volume bar when
adjusting volume). I can't find any menu to shift the image, how do I
do this and why would it spontaneously happen? It's an older TV.

I doubt whether its a physical component, much more likely to be a setup issue. Your TV will have a factory setting procedure like press and hold button X on the TV and Y on the remote and count to 10. The most likely thing isyour TV got spiked, thunderstorm, power surge etc and this caused the vertical shift to leap to one end. So rather than a hardware issue, you have a software issue.

It's a RCA 27v513t. Anyone know the reset procedure for it?
