NEC PX-42VP4A PKG-1953 Can't Post

I have an NEC Plasma display model PX-42VP4A that suddenly let out a very loud "bang" and the display went out. The power/standby light does switch from RED to GREEN but there is no display at all.

I removed the back and upon visually inspection I found obviously charred components on the PKG-1953 board which I believe is the power supply.

It looks like 2 sets each of what I think are 3 surface mount resistors, one set near Q14 / Q15 and the other set just below T4.

Could a couple of very small resistors make that much noise and does the problem match what I have found? If so is the board fixable or should I search for a replacement.
