Panasonic PV-1000 VCR

I've purchased a Panasonic PV-1000 in Mint condition.
I knew it needed some repair but didn't think it needed much.
When playing a tape it fades in and out with really low audio.
I took it took a local repairman, he told me it was a speed servo and couldn't be fixed because there are no parts available for it. Not wanting to give up on this beautiful machine, I contacted Deltronics in Chicago and the fellow there said he could fix it. Anyone know anything about this Deltronics and is he on the "Up and up." Can this VCR be bought back to life?
Any help would be really appreciated.
