Panasonic TC-51PM10A locked ?

Hey guys
I have been given this TV and seems to be child locked but the manuals says that it would be coming up on the screen but its not.

and i have the remote.. for example i can
- turn on and off the tv
- change channels by manually typing them in although if i use the up and down arrows am limited to the number 80 - 94 channel.
- mute althought the volume is already down
and thats about it
i cannot enter the menu, change volume or alter anything specific on the tv. Also the front panel doesn't work on the tv either.
It does appear that the tv had been opened but i'd have no idea what they would have altered to make somethings works and other not with the remote. :S
has anyone got any ideas?
