Philips 32PS60 Can't Post

Hello, I need some advice about a TV I just got. It is a Philips 32PS60 32" CRT, date of manufacture December 2001. It won't turn on, when plugged in all it does is rapidly "chirp"..I opened it up and checked for all the obvious symptoms but found none..I also touched up several of the solder joints near the power supply to no avail.

I pulled the board out and plugged it in on my bench and it still chirps, but I am pretty sure I've located the part thats making the noise, I think it's a transformer but I'm not sure.

I'll try to post a photo of the offending board, and the suspect part is the large one with the yellow sticker middle-top. Can somebody identify this and advise?

Thanks for your help!

Desolder and check the capacitors before the transformer, they are most likely the problem. Look for residue under them, they have probably overloaded due to a power surge. check or replace micro fuses.

this is likely chassis L1O.1 if so replace horz. output transistor and c2455 47mfd 25v with 47 mfd 50v
