Possible Power Surge Can't Post

I have a Panasonic CT36D11 and I'm pretty sure that it was hit by a power surge. If I try to power it up it will "click" on and "charge" like a standard TV but nothing appears on the screen and after about 3-5 seconds it will turn off and will not do anything unless you unplug it for a few minutes. I've looked at the board several times and don't see any obvious burns. Does anyone have any suggestions on where to start? Do you think it's worth getting looked at & or fixed? $75 for them to come to the house and tell me what's wrong with it...
I found a service manual for a 27" that has a similar layout and of course I have a multitester and a decent background in electronics. Any advice would be appreciated.

Check for a shorted horzontal output transistor. In circuit, you will see a short between the emitter and base but you should see a front to back ratio between the emitter/collector and base/collector.
