Power Supply Question Can't Post

I have an unknown model TV , that looks much like a commodore 1702 monitor. It is a TV however with electronic on Off

I have located that in the power supply there seems to be an issue with a component that looks much like a 1/2 W resistor It has color bands of turquoise, turquoise, turquoise, white , white. (turquoise may be light blue) I do not know what this part is other than SOME type of resistor nor its value, It is in series with the power cord, so there is no current passing through it .

Perhaps someone is more familiar with the power supply designs in TVs can tell me if this is perhaps some kjind of thermal resistor or fused resistor.
