RCA Picture Problem Can't Post

I have an older 35" RCA Model:F35755MB, Chassis:CTC179CM which still has a very good picture, but lately there is something scrolling on the right side of the screen. It starts on the bottom of the screen and slowly scrolls up to the top of the screen and then repeats itself. It looks like a "squiggly C shaped transparent piece of hair" sorry but thats the only way I can explain it. It slightly distorts the picture as it scrolls upwards.

I am wondering if this is something that is cost effective to repair. Any suggestions?

it may be in the signal going into the tv have you tried it with a dvd player or vcr to see
