RCA picture tilt

RCA F38310 HDTV - I have picture tilt on the tube and the user screen adjustment doesnt make any difference to the tilt anymore. I have the service manual on CD. There is a East/West cct board. Any clues? I have access to a voltmeter but no scope at this time.
Its a RCA DTV306 chassis.
