Rolling Diagonal Lines Can't Post

Hi all, Great forum! I have a 25" Zenith Sentry 2 TV Model SJ7504RK46.
About 3 months ago I noticed rolling diagonal lines. They are about 1'' wide and about 2'' apart. Everything else is fine. I did a search on this forum and found green lines but mine really don't have a color. At first I though it was interference so I changed all cables. No change so I turned my electric off at the main breaker. Started my generator and plugged only the TV in and the lines were still there. Nothing else was on or hooked up to the TV. When using the VCR to watch something that I recorded the lines are there but they stop rolling. Any help would be greatly appreciated.

try changing the main filter capacitor the biggest one

Thanks shadetree, I don't think this is something I should try. I replaced the capacitor in my AC unit but that was bolted in. I would probably just do damage to the board if I tried to replace this one. Any idea what a repair shop would charge for this?
