SINGLE HORIZONTAL LINE Can't Post

HI THERE, MY TV IS PANASONIC CT-14117, IT PRODUCE NO VIDEO BUT THE FILAMENT HAS LIGHT, WHEN I TURNED THE SCREEN ADJUST IT APPEARS A SINGLE HORIZONTAL LINE, I CHECKED THE IC JUNGLE FOR VERTICAL SWEEP BUT I THINK NORMAL, SHUNT AND CHECKED CAPACITOR, RESISTOR, & OTHER SORROUNDING COMPONENT TO THE VERTICAL OUTPUT I.C ALL IS OK, I CHANGE THE VERTICAL IC, BUT STILL NO JOY.
WOULD YOU MIND HELPING ABOUT THIS KIND OF TROUBLE PLS.

Has the vertical IC voltage? The usual is when that fails it goes short and blows the feed line to it.

You heve to change two electrolitics capacitors .1µFd or .2Mfd one near the vertical output the other near the processor.
