TEAC tuner problems

Hi I have 4 TEAC CTM 5122H that are from diferent locations but have the same fault. They wont tune into VHF but will tune very snowy UHF.I've replaced the tuner, IFamp trany and surounding parts,saw filter and the processor, same results. can any one shed some Light on this problem? TKS Jim
