Toshiba 20WLT problem

I just bought a Toshiba 20WLT56B LCD TV.Setting up -no problem.Inspite of not very good TV reception in this area Picture & sound quite good.Couple of things baffling me.
PIP=Picture in picture mode.
Analogue tunning
Inspite of following the steps mentioned on Instruction manual I am not getting them at all
Will appreciate any help & advise
