Toshiba 32' Flat	Can't Post

My parents have a 32" Toshiba about five years old they describe as getting wavy after the first hour, then getting worse til they turn it off. Any ideas? Thank you

I have a letter I want to send someone. I know they live in the USA. I'm pretty sure in Texas, but it may be Alaska. Any ideas?
