Toshiba CF3062A	Can't Post

I have a Toshiba CF3062A. When i turn it on the picture just shows in the middle and it doesn't stretch vertically.
Can someone tell me how to fix it?

Many times this condition is caused by a bad solder joint on the vertical IC or the IC itself may have failed.
