Toshiba televison CF32C50 Can't Post

When i first turn on the television there is a black area on the bottom of the screen. The picture looks as if it has been "scrolled" up from the bottom, like rolling up a piece of paper. This results in any letters or numbers appearing upside down. After the television warms up the black bottom goes away but the picture appears stretched resulting in heads cut off and long faces and images. There is also an area of black lines. Does anyone know what may be causing this problem? Thanks!

Capacitors on the vertical IC are faulty, I also believe that the IC has now been damaged.
