Vizo VW42L Can't Post

I have a Vizo VW42L HDTV10A its has a blue and yellow screen no sound i have read a lot of things on the internet that is wrong. I really hope someone can help me fix it. I have very good common sense and have had some experince with soldering. so if someone could please help i would greatly appricate it. Thanks. Oh one more thing i believe that it is the power supply. I am also very disipointed with this TV and I will never by VIZO againUnsureUnsureUnsure HELP PLEASE.

Start by opening up set. Look for the infamous "puffed electrolytic capacitors" (don't tell Post or Kellogg's). If none, test power supply voltages. <br>

i do see some black stuff around some of the capacitors. Could this be the problem. what s the voltage that should be come from the power supply? thanks for your help.
