Vizo VW42L	Can't Post

I have a Vizo VW42L HDTV10A its has a blue and yellow screen no sound i have read a lot of things on the internet that is wrong. I really hope someone can help me fix it. I have very good common sense and have had some experince with soldering. so if someone could please help i would greatly appricate it. Thanks. Oh one more thing i believe that it is the power supply. I am also very disipointed with this TV and I will never by VIZO again Unsure

HELP PLEASE.

Start by opening up set. Look for the infamous "puffed electrolytic capacitors" (don't tell Post or Kellogg's). If none, test power supply voltages. <br>

i do see some black stuff around some of the capacitors. Could this be the problem. what s the voltage that should be come from the power supply? thanks for your help.
