White Lines-Toshiba Can't Post

I have a 10 year old Toshiba 37inch Analogue TV (with a picture tube). During bright scenes, many white lines appear at the top of the screen, while dark scenes mean no lines. I think its a High Voltage problem, as I have noticed picture shrinkage in white scenes... just not certain. It started with only 1 line, and over the past few weeks, it has grown to about 10 lines, that take up 1/4 of the screen.
I have pictures that illustrate he problem, just cant figure out a way to include them with this post
Any ideas?

Troubleshoot and repair the VERTICAL output circuits.
