Hi,

I have a Hitachi C29-R30SP 4:3 television and after a power blackout the picture is stretched. Unsure

Horizontally it's fine, vertically it cuts heads and legs (5-10cm) from the 70 cm screen. Is there anything you think I could do to try fix it?

I doubt it, chances are its a software problem and you have to get into the factory settings to correct that.
