could be a bad vertical output ic, or perhaps power going to the ic

The 4 blinks indicates a shutdown caused by a vertical failure.

Would you happen to know off hand which vertical IC needs replacing ? IC601 or IC502 maybe ?

I do not have a schematic for that specific model but the vertiacl IC is usually IC561 and P/N TDA8172. Before you change the IC though check to make sure that you have +12 volts on pins 2 and 6 and -16 volts on pin 4. If any of these are missing, it would indicate a power supply failure. It could also be loss of vertiacl drive from the jungle IC but you will need an Oscope to determine this.

There is no 12v or -16v @the pins indicated. Anything to do with the relays? Where is the jungle IC ?

If you have no B+/- to the vertical IC, there is your problem. You can go to www.samswebsite.com and download the Photofact for that set and it will probably give you some detailed troubleshooting tips to resolve your problems.
