toshiba 50" problems Can't Post

Hey does anyone know how to fix a problem with my 50" TV?
Toshiba 50HDX82
When I turn on the tv the picture is very messed up. Wavy lines etc, so bad you can't read anything on screen or make out what the picture is. It gets better the more time that goes by, it started out getting better in about 5 min and now it takes about 20 minutes to warm up. The picture is by far perfect, even then, about the top 5-6" is still screwed up and distorted.
Has anyone ever had this problem and how expensive was the fix?

You have an electrolytic capacitor issue, if you fix it now thats all it is but continue on and something else will fail soon.
