toshiba ct35e60 Can't Post

My Toshiba ct35e60 has a problem when you first turn it on. It snaps, crackles and pops for about 2 or 3 minutes. The picture is distorted when this is happening. I figured that there is a heat problem and something expands and makes contact when warmed up. I removed the main board and searched as well as I could for broken solder joints but could not find anything that looked suspicious except one place and that was on the board that the picture tube is plugged into. There is a gap that was cut my the maker that looks like a hv barrier and it was a little black around both sides of the cut. The wire that connects from this section goes to the hv transformer. Am I in the right place? Could someone give me some educated advice on a problem like this?
