vizio VP422 HDTV10A Can't Post

My friends TV is a VIZIO VP422 HDTV10A and the TV itself does turn on but the picture is very grainy and eventually turns off but the sound remains. Everything can still be controlled like channel/input/volume. Sometimes the picture goes a few mins after being on or an hour or two. It seems to go fast when the inputs are HDMI. Could it be a powerboard issue? Y-board? Also before it turns off and gets really fuzzy there are horizontal bars going across the tv leading me to thing its the y-board. What are the proper voltages for everything? One last question and i know i am asking alot here, can i being taking boards out with it plugged in and what are precautions? I always thought it must be unplugged and off but read somewhere that people were messing with boards while on.
