Samsung Monitor Can't Post

I hope it is ok to post here about a computer monitor. If not maybe someone can tell me of a good forum. Any way here goes:

I have a samsung monitor model 2043bwx that will show only a lit screen. There is no picture. When plugged in with vga signal there is still nothing but the lit screen with with no picture. (VGA is good from computer).
I have had the boards out and no visable sign of any problem. No bulging caps. Could it be that a cap could be bad and still be ok?
I am sorta of a newbee at this and I am not sure as what to ask other then the above. If you would be so kind to ask me questions I will try to find the answers and get back to you with my problem.

Does the Self-Test box appear? Page 53 of user manual (46 of pdf).

IF No and has a blank white screen, check that VCC appears on both sides of the surface mount fuse near where LVDS cable plugs into Panel board.

No, the self test does not appear.
I only see two fuse. They are f201 and f101. F101 is at the input of ac on power board. Neither are surface mounted.
There are two boards. One is where the ac plugs into a larger board and the other a small board that has the scaler chip. Which board should I be looking for the surface mount fuse?

Well, I do understand now what you are talking about the panel. I looked at mine and I think it is just too much for me as a amateur to tackle a job of getting to the insides of the panel.

Most SM fuses are within 1 inch of the LVDS cable jack. It interrupts b-plus to the panel.
Most are under a metal cover that is secured with 2 or 3 tiny screws.
Just need to check its continuity. Zero ohms across it or 5VDC on BOTH ends. Reference black meter lead to ground.
